Lois A. Steiner

Principal

Ms. Steiner brings over 30 years experience in capital program and general management with proven expertise in project leadership, program management and process improvement to her role as Principal of Facilities First. With a BS in Biology, Lois holds Masters Degrees in Fine Arts and Systems Management, and is an inactive Licensed General Contractor.

During her career, Lois has developed a number of multi-million dollar strategic initiatives - a multiple prime contracting methodology, which results in 5% overall savings on project construction costs, an Asset Management Plan for $750 M worth of publicly-owned real estate and has written grant proposals resulting in millions of dollars in funding for major projects. She has advised and consulted with companies from start-ups to multi-billion dollar companies on real estate and facilities issues.

Lois has planned, managed and supervised the project managers for over 40 complex private sector projects, including highly technical and fast paced laboratory construction, from early planning stages through post- construction warranty periods. She managed a $56 Million Advanced Materials Research facility project, which required navigating extensive environmental issues, a client base with diverse (and conflicting) desires, and the oversight of the activities of 19 different consulting/contracting firms.

Lois has also completed numerous strategic capital plans and managed over $280 Million in real estate, supervised design and general management of such varied municipal government projects as - a new $22.5 Million city library, a seismic retrofit and utility replacement, a comprehensive wetlands and open space preservation, a new Central Fire Station and the development of a municipal golf course clubhouse & restaurant.
